Secure Transportation Licensure

Secure Transportation Services

Douglas County issues secure transportation licenses to operate behavioral health secure transportation services per Douglas County Resolution R-022-125 and CO House Bill 21-1085.

The goal of Behavioral Health Secure Transportation services is to improve access to behavioral health care during a crisis. A provider or first responder must request this service for someone experiencing a behavioral health crisis.

Applications and Renewals
Applications for Secure Transportation Service Providers can be submitted in person to the Douglas County Administration, Attn:  Dan Avery, 100 Third Street, Castle Rock, Co 80104, or by email. For license renewal, all application documentation must be received no less than thirty (30) days before the expiration date of the current license.

Change of Ownership, Manager, or Administrator
In the event of a change of ownership, manager, or administrator, the County must be notified within 14 days of the change.

Secure Transportation Reimbursement Program
House Bill 21-1085
 directs the Colorado Department of Health Care Policy & Financing to implement a behavioral health secure transportation paid benefit by July 1, 2023. This legislation creates a standardized transport benefit to improve access to behavioral health care. Learn more, including how to enroll in the reimbursement program.
