Gravel Road Paving Program

Each year, Douglas County sets aside funding to pave gravel roads. Most of this funding is designated for main routes, but a portion of the budget is used on local neighborhood roads at the request of residents. This program gives Douglas County residents the opportunity to upgrade their gravel roads to paved surfaces through a process organized and managed by the County. The program is designed to improve road safety, reduce dust, and make long-term maintenance more efficient.

Residents can use the request form below to start this process. County staff will then determine if the requested section of road is eligible for the program. Once the annual budget for the program is finalized, County staff will send surveys to adjacent owners to see if enough residents support the paving project. Roads are considered on a block-by-block basis and the final decision to pave a section of road includes other considerations listed below.

Gravel Road Paving Overview

Douglas County offers a paving program for neighborhoods with gravel roads that meet specific requirements. This program ensures that eligible roads can be upgraded to pavement for improved safety, maintenance, and travel continuity.

Eligibility Requirements

To qualify to vote for paving under this program, all the following conditions must be met:

  1. Property Owner: You must be the property owner of the address being voted on.
  2. County-Maintained Road: The roadway must already be maintained by Douglas County. Privately maintained or newly constructed roads are not eligible.
  3. Straightforward Design: Projects must be simple, requiring only minor earthwork, drainage improvements, or utility adjustments. Complex design projects are not included.
  4. Neighborhood Support: At least 51% of property owners directly adjacent to the roadway must support the paving request.
  5. Connection to Existing Pavement: The road must connect to an existing paved, Public-maintained roadway to ensure continuity for travel and maintenance.

Nomination Process

1. Project Initiation

  • Consideration for paving residential gravel roads will primarily be initiated by a service request from an adjacent property owner.
  • Staff may initiate consideration for paving of collector and arterials roads base in the criteria listed under “Prioritization” below.

3. Polling Process

  • Prior to commencement of paving on any residential gravel road, the County will poll the property owners who are addressed from the proposed paving project.
  • The project must have the support of at least a simple majority fifty one percent (51%) of the property owners directly adjacent to the project. Each individual lot adjacent to the project, as recognized by the County Assessor’s Office, will receive one vote in the polling process.

4. Final Notification Prior to Construction

Upon approval of the project, a second notification containing the project schedule and additional project information shall be sent to all property owners of record adjacent to the project and to representative neighborhood associations. The information within the notification will be developed and mailed by County staff.
