If you’ve driven the intersection of University/Lincoln and Quebec in Highlands Ranch, you’ve seen that the project is nearing completion. Now, crews need to remove the old traffic signals to make way for the new signal technology.
To safely remove the old signals, crews must hold traffic eight times – twice for each signal arm hanging over traffic. This work is scheduled from 9 p.m. Tuesday, July 30, to 6 a.m., Wednesday, July 31.
Traffic holds could last up to 90 minutes each, depending on how quickly the older bolts unscrew. Due to the unknown timing for traffic holds and the possible extended delays, we encourage drivers to avoid the area during this work.
Alternate routes include Wildcat Reserve Parkway, McArthur Ranch Road, Gleneagles Village Parkway, Park Meadows Drive, Lone Tree Parkway, Timberline Road, South Yosemite Street, I-25 and C-470. When taking an alternate route, please abide by the posted speed limits and give yourself plenty of time to get to your destination.
Following this work, crews will need to remove signal caissons, complete median cover work, and finalize curb and gutter and ADA ramp tie in at the intersection. Construction remains on track to be complete before school starts in Douglas County on Aug. 7.

About this Project
Douglas County is improving road quality and safety at the intersection at University/Lincoln and Quebec in Highlands Ranch by rebuilding and reconfiguring the entire intersection – which was built with Highlands Ranch more than 40 years ago.
Work includes new concrete pavement, a new traffic signal system, raised pedestrian safety islands, additional eastbound and westbound lanes on Lincoln Avenue and University Boulevard, and a new right-turn-only lane from southbound Quebec Street to westbound University Boulevard.
Construction on this $13 million project began in August 2023 and is expected to be complete during summer 2024. Douglas County thanks Douglas County Parks and Recreation, Highlands Ranch HOA and Highlands Ranch Metro District for their partnership in making this project possible.
