The Board of Douglas County Commissioners has initiated the process to become a Home Rule County. A June 24, 2025, Special Election will be held to ask Douglas County voters whether to form a Home Rule Charter Commission and to elect 21 Home Rule Charter Commission Members. The petition process is underway for Douglas County residents interested in appearing on the Special Election ballot to serve as a Home Rule Charter Commission Member. Email [email protected], or visit the Douglas County Elections office, 125 Stephanie Place in Castle Rock, to receive a Candidate Nomination Petition.
Each Candidate Nomination Petition requires 25 valid voter signatures from eligible Douglas County electors. Petitions must be received at the Douglas County Elections Office by the deadline of 5 p.m. on Thursday, April 24, 2025. Candidates who submit valid petitions will appear on the June 24, 2025, Special Election ballot.
Voters will decide whether to form a Home Rule Charter Commission and will elect six Commission Members from each of Douglas County’s three Commissioner Districts and three at-large members.
If voters approve the formation of a Home Rule Charter Commission, the Board of Douglas County Commissioners will set a date within 30 days for the elected Commission Members to hold their first meeting. The Commission will have 240 days from its first meeting to create a Home Rule Charter to submit for placement on the Nov. 4, 2025, Coordinated Election ballot.
