Commissioner, Kevin Van Winkle, District III

Commissioner Kevin Van Winkle took the oath of office on December 17, 2024, filling a vacancy left by the predecessor County Commissioner District III who resigned from the office on December 6, 2024, effective immediately.  In November 2024, he was overwhelmingly elected to the office of County Commissioner District III and began his first full term on January 14, 2025.

In addition to his fundamental responsibilities as a County Commissioner, Mr. Van Winkle also serves as a representative of Douglas County by way of Board appointment, to the following area organizations: Douglas County Board of Health, Chatfield Basin Watershed Authority, Denver Regional Council of Governments (DRCOG), Developmental Pathways Board of Directors, Douglas County Housing Partnership, Highline Canal Conservancy, Douglas County Sheriff’s Office Forfeiture Board, Unified Forensic Crime Lab, Denver South Economic Development Partnership Board of Directors, E-470 Public Highway Authority Board and Denver South I-25 Urban Corridor Transportation Management Authority.

Additionally, Commissioner Van Winkle shares in the Board’s responsibility for the County’s presence on the Partnership of Douglas County Governments, Metro Area County Commissioners, Douglas County Economic Development Corporation, Denver South Economic Development Partnership and Denver Regional Council of Governments – Subregional Transportation Committee.

He also serves on the following Colorado Counties, Inc. (CCI) Steering Committees: Taxation and Finance, Tourism and Economic Development, and Transportation & Telecommunications, and the National Association of Counties (NACo) Transportation Policy Steering Committee.

Prior to his role as a County Commissioner, Kevin served the people of Douglas County in the State Senate since June 2022. There Van Winkle was the Ranking Member of the Senate Finance Committee, providing oversight on legislation impacting the state’s $40 billion budget, and regularly stood in the gap to defend hardworking taxpayers and our Taxpayer’s Bill of Rights (TABOR). He also served on the Senate Judiciary Committee, the Committee on Legal Services, the Legislative Audit Committee, the PERA Oversight Committee he created, and was the only Republican to Chair a committee, the Tax Simplification Task Force. His work on this committee has been credited with moving Colorado from 39th in the State Business Tax Climate Index in 2017, to 21st in 2023.

Prior to his time in the Senate, Kevin served Douglas County for nearly eight years as a State Representative where he successfully championed for vital school safety improvements, created Colorado’s first new Judicial District since 1960 centered in Douglas County – activating in January 2025 as Judicial District 23; passed several large tax cuts, and was elected by fellow House members as the Assistant House Republican Leader.

Van Winkle has deep roots in Douglas County, the place he was born and raised, where he started his business and is raising his young family today. He lives in Highlands Ranch with his wife, Kelly and two children ages five and eight. He serves on the Board of Directors for the Douglas County Community Foundation, volunteers regularly at his children’s charter school, is a proud member of his church community, and plays on a local ice hockey team.
