Renewable Water Resources

Discovery and Stakeholder Engagement Process

On Jan. 3, the Board of Douglas County Commissioners directed staff to initiate due diligence and public outreach processes to aid in the Board’s understanding of the relevant facts and impacts of the RWR water supply proposal. The initial process will consist of work sessions on several topics related to the water supply proposal, and may also include site visits, community meetings, and town halls.

Board work sessions, open to the public, were held inJanuary through February.  Below are the dates, attendees and presentations that were presented to the commissioners:

Feb. 28

The following individuals met with the Board to discuss Front Range water impacts:

  • Greg Baker, Manager of Public Relations, Aurora Water
  • Lisa Darling, Executive Director, South Metro Water Supply Authority
  • Kelly Di Natale, Founder & President, Di Natale Water Consultants – Presentation

The following individuals will meet with the Board to discuss Front Range economic development impacts:

  • Ed Tauer, Former Mayor of Aurora
  • Jack Hoagland, developer and partner of Sterling Ranch
  • Senator Greg Brophy, Former State Senator:

Feb. 23

The following individuals met with the Board to discuss environmental impacts:

  • Trout Unlimited – David Nickum, Executive Director, and Kevin Terry, Rio Grande Basin Project Manager – presentation
  • Colorado Open Lands  – Sarah Parmar, Director of Conservation – presentation
  • Colorado Ag Water Alliance – Greg Peterson, Executive Director, and Don Shawcroff, Chair,

Feb. 7

The following individuals met with the Board to discuss economic development in the San Luis Valley and the RWR proposed Community Fund:

  • San Luis Valley rancher and farmer – John Mattingly
  •  Palmer Outfitting (business owner in the San Luis Valley) – Brian Palmer
  • Colorado Farm Bureau and rancher in Conejos County – James Henderson, Vice President
  • Agricultural lender and rancher – Chad Cochran

Jan. 31

The following individuals met with the Board to discuss water-related issues in the San Luis Valley relevant to the Board’s review of the RWR proposal:

  • Proposed RWR Project Impacts to the Water Resources of the San Luis Valley Presentation by Heather Dutton, District Manager, San Luis Valley Water Conservancy District; Nathan Coombs, District Manager, Conejos Water Conservancy District; Emma Reesor, Executive Director, Rio Grande Headwaters Restoration Project; Senator Cleave Simpson, General Manager, Rio Grande Water Conservation District and District 35 State Senator and Jerry Berry, local farmer and rancher who served as President of the Rio Grande Water Conservation District Sub District 4 Board and is part of the RWR ownership team.

Jan. 24

The following individuals met with the Board to discuss Colorado Water Law relevant to the Board’s review of the RWR proposal:
