CDPHE Moves Douglas County to Level Orange on COVID-19 Dial Framework

Commissioners respond to CDPHE COVID-19 Safer at Home Dial Level Change

On Thursday, Nov. 12, the Board of Douglas County Commissioners issued the following statement regarding the notification by CDPHE of Douglas County’s COVID-19 Safer at Home Dial Level Change:

“Late on Tuesday, Nov. 10, we learned the state of Colorado will move Douglas County from Level Yellow to the more restrictive Level Orange on the state’s Safer at Home Dial effective Friday, Nov. 13, based primarily on COVID-19 case numbers, positivity, and incidence rate. Our Board’s focus is on the health of our citizens and our economy. We will continue to partner with Tri-County Health Department, our municipalities, large special districts, and our business community as well as regional and statewide leadership to advocate aggressively for the behaviors that reduce COVID-19 transmission.”

Summary of Capacity Differences Between Level Yellow and Level Orange in Douglas County, Colorado 

Effective immediately, must be completely implemented no later than 5:00 PM on November 13

Business or Activity Safer at Home Level Yellow Safer at Home Level Orange
Events (receptions, conferences, etc.) Indoors: 50% capacity per room up to 50 (excluding staff).  Extra-large spaces up to 100.

Outdoors: 50% capacity up to 175.

Indoors: 25% capacity per room up to 50 (excluding staff).

Outdoors: 25% capacity up to 75.

Gyms 25% capacity up to 50 patrons per room or outdoor area. 25% capacity up to 25 per room or outdoor area (excluding staff).
High School Sports May resume practices and games under disease prevention and mitigation plans prepared by the Colorado High School Athletic Association (CHSSA) and approved by CDPHE. Same as Level Yellow.
Indoor Mall Park Meadows variance remains in place: 50% capacity per room up to 175. Park Meadows variance remains in place: 50% capacity per room up to 175.
Indoor Pools 25% capacity up to 50 per room. 25% capacity up to 25 per room.
Libraries 50% capacity per room up to 50 (excluding staff).  Extra-large spaces up to 100. 25% capacity per room up to 50 (excluding staff).
Office-based Business, Critical Must follow social distancing requirements. Same as Level Yellow.
Office-based Business, non-critical Allowed to operate with staff at up to 50% capacity. Allowed to operate with staff at up to 25% capacity.
Personal Services (spas, salons, etc.) 50% capacity per room up to 50. 25% capacity per room up to 25.
Places of Worship and Life Rites 50% capacity per room up to 50 (excluding staff).  Extra-large spaces up to 100. 25% capacity per room up to 50 (excluding staff).
Restaurants 50% capacity per room up to 50 (excluding staff). 25% capacity per room up to 50 (excluding staff).
Retail, Critical (groceries, home improvement, pharmacies, etc.) Must follow social distancing requirements. Same as Level Yellow.
Retail, Non-critical 50% capacity. 25% capacity.
Social Gatherings Up to 10, no more than 2 household. Same as Level Yellow.
Team Sports Up to 25 players. Prohibited indoors. Up to 10 outdoors.
