If Hilltop Road in Parker is a regular part of your commute, please give yourself extra time to navigate upcoming construction.
The week of April 28, Douglas County will begin work to improve road quality, widen the roadway and increase safety on Hilltop Road between Legend High School and Crestview Drive. Project improvements include:
- Widening the new roadway from two lanes to four lanes.
- Adding curb and gutter.
- Adding a raised median.
- Constructing a new roundabout at the Crestview Drive/Village Road intersection on Hilltop Road, eliminating the existing two-way stop-controlled intersection.
- Installing a new storm sewer system that will outlet into permanent water quality ponds adjacent to the roadway.
During the first phase of construction, traffic will remain in its current alignment while crews construct one new travel lane in each direction next to the current eastbound and westbound travel lanes.
Construction activities will require intermittent lane closures and some traffic impacts, however, most of the work will take place outside of the roadway. Crews do not anticipate significant impacts to Legend High School, bicyclists or pedestrians. Working hours will be 7 a.m. to 7 p.m., Monday through Friday, although some Saturday work may be necessary to accommodate construction. There will be no construction work on any Douglas County observed holidays.
Please watch for crews, follow posted speed limits and do not drive distracted in the work zone.

This $14.4 million project is fully funded by Douglas County. Construction is expected to be completed in fall 2026.
About this Project
Douglas County is improving road quality, widening the roadway and increasing safety on Hilltop Road in Parker. Construction on the first segment of the Hilltop Road Improvements Project – Legend High School to Crestview Drive on Hilltop Road – began in April 2025. The $14.4 million project will widen the new roadway from two lanes to four lanes, add curb and gutter, add a raised median, construct a new roundabout at Crestview Drive/Village Road, and install a new storm sewer system. Construction on this County-funded project is expected to be complete in fall 2026.
Once crews complete construction on the first segment of Hilltop Road, construction will begin on segment two, between Crestview Drive/Village Road and Alpine Road, in 2027 (pending funding). Segment three construction, between Alpine Drive on Hilltop Road to Flintwood Road on Singing Hills Road, is estimated to begin in 2029 (pending funding).
