In observance of the Martin Luther King Jr. holiday, all Douglas County Government offices will be closed Monday, Jan. 20. Offices will reopen on Tuesday, Jan. 21, for normal business. Many County services are available 24/7 by visiting online services.
Closure part of Town of Castle Rock’s interchange project

Construction of the Crystal Valley interchange is progressing, with work now underway west of Interstate 25. To build new bridges over I-25 and the BNSF Railway tracks, as well as new I-25 on- and off-ramps, crews will restrict and relocate West Frontage Road traffic through 2025.
Starting Monday, Aug. 19, crews will close the section of the West Frontage Road between Territorial and Tomah roads. Local access to businesses and residences along West Frontage Road will remain, but no through traffic will be allowed.
This estimated 18-month closure will allow crews to safely build the new interchange and relocate this portion of the West Frontage Road to its new permanent location, west of the BNSF Railway tracks.
Closure and detour information:
To access areas north of the closure:
For homes and businesses north of the closure, such as the Dawson Trails development and Twin Oaks neighborhood, motorists should take Exit 181 (Plum Creek Parkway) off I-25 to access West Frontage and Territorial roads.
To access areas south of the closure:
For homes and businesses south of the closure, motorists should take Exit 174 (Tomah Road) off I-25 to access West Frontage and Tomah roads.
Local traffic only:
Residents and businesses located along West Frontage Road can reach their homes and businesses south of the closure by taking Exit 174 (Tomah Road) off I-25.
Cyclists and Pedestrians:
No cyclist or pedestrian traffic will be permitted within the work zone. Please use an alternate route during the closure. The roadway will be removed, creating an active construction zone that will prevent safe passage for all modes of transportation.
As work progresses, other portions of West Frontage Road, as well as of Territorial Road, will be relocated onto temporary pavement. Be on the lookout for changing traffic patterns, drive safely and watch for crews working in the area. Roadside signs will provide updates.
This summer, bridge construction work will begin on I-25. Throughout the duration of the project, please watch for flagging operations and daytime and nighttime lane closures on surrounding streets and on I-25.
A portion of the East Plum Creek Trail near Crystal Valley Parkway and sidewalks along the Crystal Valley Parkway bridge will remain closed through early 2025.
The interchange is a top transportation priority for the Town, and it will improve safety and mobility in the surrounding community and provide a key regional transportation link from I-25 to southern Castle Rock and Douglas County.

This project is a collaborative effort among the Town, Douglas County and the Colorado Department of Transportation. Roundabout and Frontage Road construction east of I-25 is anticipated to be completed in 2025, with total completion of the interchange project anticipated in 2027.
